There are 3 solutions you should consider:

Reconfigure your popup blocker.

Reconfigure Norton Internet Security (NIS) settings.

Reconfigure Internet Explorer (IE) configuration.
Popup blockers
A good popup blocker should not block requested popups, otherwise it is
interfering with your normal browsing.
The popup windows we use in our Web site are not "ads", and we never popup any
windows without user's "click" first. Therefore, if your popup blocker prevents
even requested popups, this will interfere with your browsing.
To fix the problem, you can either:

Disable your popup blocker software

Set "Enable popup" for our Web site address in your popup blocker software

Set "Accept requested popup" in your popup blocker software
Norton Internet Security (NIS) or
Norton Personal Firewall (NPF)
Norton Internet Security (NIS) or Norton Personal Firewall (NPF) users may have
a problem with "referer" being blocked. HTTP referer is a piece of info that is
sent back by your browser to the server. Our software requires this piece of
info for security reasons, and if this piece of info is deliberately erased by
Norton Internet Security (NIS) or Norton Personal Firewall (NPF), you will have
problem performing activity with our Web site.

- OR -
You can allow referer checking for the Web site address in question, and this
is by no means a security problem. Other similar software can also be
configured accordingly.

You can disable referer checking in the admin
control panel.
NOTE:
In order to protect the Web site and the server from possible malicious
attacks, we check the referer field to make sure that all requests are
initiated from within this Web site.
Internet Explorer (IE)
Configuration
It is possible for the security settings in your browser to interfere with the
functionality of our web sites. Fortunately you can trust Web sites without
changing the level of security in Internet Explorer(IE).
To assign a Web site to a security zone:

In Internet Explorer, on the Tools menu, click Internet Options.

Click the Security tab, and then click on Trusted sites zone.

Click Sites button.
-
In the Add this Web site to the zone text box, type the Internet address
for the Web site that you want to add to this zone, and then click Add.

uncheck the Require server verification (https:) for all sites in this zone
check box.
Notes

You cannot add Web sites to the Internet zone, which includes everything that
does not belong to any other zone and is not on your local computer.

To remove a Web site from a zone, complete steps 1 through 4. In the Web sites
list box, click the name of the Web site you want to remove, and then click Remove.

If you want Internet Explorer to verify that the server for each Web site in
this zone is secure before connecting to any Web sites in this zone, select the Require
server verification (https:) for all sites in this zone check box.
